A reissue is when the developer/publisher themselves officially reprint a game and sell it. A reproduction is when an authorized third party reprints a game with the permission of the original developer/publisher and sells it. A bootleg/counterfeit/fake copy is what 99% of people make and sell on places like eBay.

Reproduction is the correct term for illegal new cartridges of old games and romhacks, they usually have a slightly higher quality of print and faithfulness to the original product than chinese bootlegs, but other than that there is no difference between the two.

"Official reproduction" as a word combination doesn't exist, things like in OP's pic are like 0,01% of the market of repros. You get 1 official one for 1000 illegal ones, with something so rare there is yet to be a word to describe that specific thing.

Therefore, like it or not, "reissue" to describe the product in OP is actually correct. It's not like most game devs, outside of maybe Nintendo, manufactured their own cartridges in their own factories. In both cases, whether it's for the original release or the reissue, it's done in accord with the publisher and built by a third party.

The only difference in that case is that these new reissues look like absolute shit, but that's another topic.
