Cave Story is both literally retro and since it's been ported to Genesis, retro according to the board rules as well which is pretty cool. Also the Genesis port was surprisingly good.

I really liked the game the first time I played it but subsequent runs were a little dull. I wish there were more ways to challenge yourself.

Incorrect. Cave Story may break #2 criteria, however it was also released on the Genesis - a console launche before 1999 - which classified the Genesis version as "retro". And since ports of retro games in non-retro platforms are allowed, it also means the PC version of Cave Story is retro too.

Why does the Genesis port look like it's had a lot more care and attention put into it than the Dreamcast port?

The whole thing slows down to a crawl whenever you jump, but ONLY when the music is enabled. Who thought that was a good-enough state to release it in?

Because if something is made with SDL people will compile it to fucking everything. But they put in just enough effort to make it run. They have no idea how the actual internals work and how to optimize it.

These are the rules. This sentence is one statement, meant to be read as one statement not taken apart. It is very clear and simple that PC games follow the same rules as other games. Claiming otherwise is a mark of illiteracy or blatant purposeful trolling.
