Cave Story is both literally retro and since it's been ported to Genesis, retro according to the board rules as well which is pretty cool. Also the Genesis port was surprisingly good.

I really liked the game the first time I played it but subsequent runs were a little dull. I wish there were more ways to challenge yourself.

Incorrect. Cave Story may break #2 criteria, however it was also released on the Genesis - a console launche before 1999 - which classified the Genesis version as "retro". And since ports of retro games in non-retro platforms are allowed, it also means the PC version of Cave Story is retro too.
