I was never able to get the permanent population requirement for 4-stars; it'd balloon in the day thanks to offices and commercial shops, and hotels at night, but they moved out of my condos way too fast, even when I made sure to create buffer zones.

I always thought this game was cozy as fuck. I wanted to live and work in the tower, eat at the diverse number of restaurants, and have it rain all the time while I chill out in the lobby. That screenshot has all of it. It's perfect.

It technically isn't.
Similar to how Will Wright created Simcity because he enjoyed making maps for a helicopter game, some guys made a game because they were programming an elevator simulator for training Japanese building managers and realized they had fun designing the tower and playing around with it's inhabitants.
They got Maxis to publish it because SimCity was huge at the time, and put it under the Sim brand to help market it. I'm not sure if any Maxis people actually developed it.
This is the reason why the elevator controls are so detailed, and why there's so much complexity in sims going between floors.

An even better part is that this was back when Maxis cared. You could make a tower in SimTower, port it to your SimCity2000 map, and then take your SimCity2000 city and goof around in it with SimCopter.

I hated those things. Uppity fuckers that moved out on a whim and I the sound effect they made was like a drill in my ear. I realize they're important to offset visitor drop off during rainy days, but fuck. Building them felt like taking out a loan in SC 2000.
