some have 16-bit installers
some won't start on new versions of windows
some run too fast
some run too slow
some have broken video and/or audio
some need special hacks or tools to work
as for emulation, emulating pre-95 can be done in dosbox, early 95 in pcem is ok, but late 90's requires too much cpu power, early 2000's games you can just run XP in a VM with virtualisation
i have more luck running these games in wine than i do windows

neither of them require a complex interface driver, if you're in the business of experimenting with new vr tech, you can easily write your own interface drivers for these simple devices
they don't appear functional in that specific photo, if the 3D scene was actually being rendered in 3D, it's likely the shimmering from rapidly rendering two viewpoints will show up in the photo as a double image or blur, and the powerglove's positional method requires ultrasonic emitters around the display, which are missing here (they might just be using the finger movement detection for this project, though)

Depends on your geographic region and budget. Though C64 is probably the best bang-for-buck ecosystem outside of old PCs and Macs to get into for the average browser here.

MSX and PC-98 are also fairly accessible options if you’re in Japan or open to importing from there. Amiga and ZX Spectrum if you’re in Europe.

The only ones you can still get for OK prices are absurdly yellowed, grungy and sticker residues plastered, BAREBONE 500s without powersupply, disks, nor mouse.

it was probably a fairly early one considering the resolution (576 lines suggests the usage of a regular PAL camcorder CCD), it's possibly a still of a video, though that's hard to prove considering early digital still cameras worked the same way as video cameras, it does look like it might have been taken as two interlaced fields as well, slight camera movement causes more horizontal artefacts than vertical
i could be wrong and it's just a high quality analog format, there's a bit of overlap in technologies around the mid-90's, where high quality analog video looks the same as digitial stills, since they're captured in the same way
