Judgement SilverSword has a feature that's inspired by the feature shop on those Takumi Dreamcast games.
Castle Shikigami/Shikigami no Shiro (2 and 3) has interesting training wheels practice modes and hilarious engrish dialogue with lots of characters featuring different gimmicky play styles. Every character has a normal and alternate shot mode.
Even if you're bad at videogames you can still have fun collecting artwork of the anime waifus.

As for non retro 5th gen I dont know. R-types got a release on ps1 which combines all the arcade releases. But I dont really for 5th gen outside of ps1 doom and a handful of titles. 6th gen has some great titles. Psyvariar got a release on ps2 but its probably a saturn port. Its babbis first bullet hell in terms of difficulty.

Seriously? I could never understand why people love this genre. I like action with shooting, but for me this whole genre is more about dodging while holding the fire button, and the enemies rarely fire at you. Thus the gameplay is quite boring and repetitive.
Although I can remember something good on NES:

Gun. Smoke
Twin Bee 3
Over Horizon

Everything else that worthy to mention have already been recommended by the anons above.
