For the first game's cast it's because the Japanese devs wanted names with global appeal, so they had a guy from Capcom USA name all the characters. But then the Japanese devs thought a handful of the names he came up with would sound weird to Japanese audiences so they changed them. I don't know it that's still the case for the characters introduced in the second and third games or not.

I imagine the localizers might have thought the theme of Lei-Lei and Lin-Lin sounded kind of corny to English speakers. Of the localization changes I actually think it's one of the better ones along with Rikuo and Talbain.
