No, that was all Stolar's stupidity. The Dreamcast actually did well really well at release and continued to do so. The problem was that Stolar's killing off the Saturn early in the West meant that the only thing bringing in money to support Dreamcast R&D was the Japanese Saturn Market. Throw in then that Stolar decided to sell the Dreamcast at a massive loss forcing Japan to follow suit let to a situation where in order for the Dreamcast to be successful they had to sell an absurd about of units that they could never hope to pull off.

This is a meme at this point. Plenty of arcade boards at the time used Quads. PS1 just took off so Triangles became standard.

The Saturn version doesn't run in the build engine but the custom SlaveDriver engine that renders everything but enemies, guns, etc. in 3D. It's why you can actually look up in the Saturn version and it has proper lighting effects. It's also why it runs a lot better than the PS1 version.

SoJ's martkeing & sales departments had been pushing for a Genesis+ console since 1992, due to the Genesis being a dud domestically (coming third after the PC-Engine). SoA didn't want to market and develop another fullsize console, so they both eventually compromised on an add-on. Oddly enough, both SoA and SoJ were (though, to somewhat different degrees) concerned about the Atari Jaguar. I really can't explain why, given what they already had in the dev pipeline (Saturn).
It was an all-around shitshow of unreasonable expectations and sunk cost fallacy.
