A converted Wii2Hdmi is the best generic option for the box. There's a few internal boards that were being worked on pre rona, who knows what their status is now. The plug and play cables have issues with 1.4 and 1.6s.

converting just changes the signal to one that can be connected to the HDTV. If it's a good one it'll get rid of the dot crawl effect that you get with composite cables. As for upscaling, it depends on what you mean by that. you could technically call line doubling an upscale, but it's not going to add any detail. It will sharpen the pixels that are already there, though. Some converters like the pound cable say they upscale to 720p, but they don't improve the image in any way. they just blow the image up to 720p and then send it to the TV.

Most DC games are programmed for VGA. There's a few that don't list compatibility, but work. For those that don't work, you can use Code Breaker to force games to VGA. If you don't mind burnt copies or have a ODE, there are patches for certain games.
