Since I was a child the intro to Sim City for SNES game me this love for the comfy night life and neon lights. Any games? Be it RPGs or action adventures that have a night life? Night time atmosphere?

Most of Namco's arcade racing games have a "nighttime highway through the city" level. It's a tradition that goes all the way back to Ridge Racer.

Sonic games tend to often (but not always) have a zone set in a city at night.
In addition to the others mentioned, Sonic CD has Stardust Speedway (though the good future creeps into a more "carnival" atmosphere) and one of the special stages has a nighttime city with a surreal vibe.

If it's the night levels that grab you and you find Ridge Racer isn't your style, check out the Wangan Midnight Maximum Tune arcade games (although they're a bit out of the retro timeframe). They're also by Namco and borrow heavily from Ridge Racer's aesthetic, but with very different gameplay. And it fucking loves the nighttime city levels.
