This is how the PS could get away with 3D games without making them 3D. Just make the protagonist 3D and render everything else in post production. Eventually would improve, but would introduce the idea of a fixed camera in some scenes. Though for horror game fixed camera scenes can be a benefit because of the need to gauge distance between you and the enemy.

The point is that they can have a lot of characters onscreen. This was very early PS1 development, so in order to do that they had to cut the character poly count way down. Part of this is that they also wanted to have characters be able to move around and animate on top of video as well as static backgrounds - this was very performance intensive on the PS1.

the comic style adds to your imagination. besides, its just the overmap character design. in battles the characters look better and less comic-y.

now consider the following: ff7 is a huge game. the designers made the overmap characters looks a bit comic-y, and made the in-battle characcters look cool. this makes the in-battle characters stand out more, so while playing a 100 hour jrpg, it helps to not get bored of the visuals, since you go back and forth between these to types of graphics, and it makes you llok forward to the amazing looking battles more.
