Yes, but a lot of JSRF's licensed music was owned by Grand Royal Records, a label started up by the Beastie Boys. The label folded after JSRF came out and with Adam Yaunch being dead that's a lot of music Sega would have to renegotiate for. It's not like JGR where they could negotiate songs on a per artist basis.

In the PC version of Crazy Taxi, they just outright replaced the soundtrack because they couldn't re-license it. If the soundtrack were the issue with JSRF, they'd probably just cut all of the tracks they can't get the license for, toss in some extra tracks from the first game as filler, and maybe compose some generic shit to pad out the rest.

Nobody cared that much about the replacement music, since the console versions gave you the option to replace the soundtrack with your own music and it was pretty easy to swap the music in the PC version. I think the mobile port is the only one that's 100% stuck with new soundtrack.

Literally all they have to do is just include the Naganuma tracks and other shit they 100% have the rights to and then have the ability to add your own songs. Done.
The real reason JSRF hasn't been re-released is because they don't give a shit.

Yes, you can. Custom playlists is a fairly standard feature in PS3 games, including Crazy Taxi. You can also do it to some extent in the Xbox version, but not as well.
