It's absolutely a western developed game; Japs have this weird ritual where absolutely no prior builds of games are kept, let alone source code. Only westerners continually make backups and archives of their games, it's why the vast majority of resurfaced prototypes are not developed by the Japanese. Had Socks the Cat, for example, been developed by a western developer, there wouldn't have been only one known functional prototype, there would've been dozens.

Could be that the developer was unable to find a publisher, or they did and they shut their doors or decided to stop publishing NES titles. Tons of promising C64 games were left unreleased that way. https://www.gamesthatwerent.com/gtw64/daffy-duck/

The NES version of California Raisins was cancelled because it would have come out in 1990 by which time the CR fad was pretty much over. Other games got axed by NOA for various reasons such as competing with something else. Final Fantasy II was planned for a North American release but NOA killed it because the planned release would have been in the second half of 1991 and they didn't want any AAA NES games coming out then to draw attention away from the SNES's launch.

Mr. Gimmick was obviously nuked because it would compete with Kirby's Adventure.

Funny that Frank is also the idiot who falsely claimed that Nintendo downloaded their ROMs from the internet, just because they use iNES headers. Later, other researchers online discovered that the iNES developer (who is Japanese) was hired by Nintendo around the turn of the century to work on internal emulation efforts, and is the reason why Nintendo was using iNES headers for their NES ROMs.

Being the respectable "historian" that he is, Frank chose to double down, then tried to claim he didn't actually say Nintendo downloaded their own ROMs, even though he structured an entire panel at a conference around the premise.

Inb4 gg autism and muh sjw, but there is extensive research backed by tangible evidence in this thread: https://www.resetera.com/threads/tomohiro-kawase-mightve-been-hired-by-nintendo-to-put-rom-headers-into-vc-updated-dec-1-2018.64755/

Tl;Dr kawasedo works for Nintendo, used the iNES format for Nintendo internal projects. Nintendo is proven to have extensive archives through various releases of things that were believed to be lost or otherwise incomplete (starfox 2, sky skipper) and still having new old stock laying around in warehouses (the items they left to GCCX for the film, gifting an old lady a new Game Boy a few years back). Frank also makes an appearance to pathetically try to backtrack and lay the blame for his false claims on media outlets who reported what he repeatedly said during his talk

Collection-fags won't get to hoard it, so they're pissed.
Emulation-fags won't be able to tout it as a hidden gem only they have, so they're pissed.
Retro-fags in general won't be able to get nostaliga out of it, so they're pissed.
Pirate-fags won't be able to piss off legal-fags, so they're pissed.
Legal-fags are made because Nintendo won't C&D this, so they're pissed.
Amerimutts are going to be shown again that they were shit at making good games, so they're pissed.
Weebs are afraid that it could be a shit Jap game that makes them look bad, so they're pissed.
/vr/ considers anything that wasn't released to the public before Dec 1999 as a modern game, so they're pissed.

I could go on, but tl;dr /vr/ is just as mad as /v/ nowadays.

Plus, superduper "for the fans" professional repro-carts are starting to get real popular with money-burning hoarders, so it's fully likely that a retard company would think they'd make big bucks off of it.
