Yeah it would have been nice to have it on Sonic Jam, but at least we got the better quality intro and ending FMVs on it.
The fate of Sonic CD was that the only proper version is still the original 1993 release.

And the Saturn failed everywhere outside of Japan due to the lack of a proper Sonic game. Porting Sonic CD could have helped buy some time during the development of Sonic Xtreme since it was a game a lot of players missed out on. Would have been a pretty short development cycle too considering that the versions of the 3 main games on Sonic Jam were actual ports of the original source code rather than just emulated versions.

Considering the amount of people that probably passed on the SEGA CD and 32x, it could've worked as a budget release to hold people over. No idea why they didnt wait until the Saturn to make Knuckles Chaotix when Sonic 3D Blast got an enhanced port with special stages.

Perhaps as a budget release yes - considering the lack of distinct lack of Sonic titles on Saturn it may not have been a bad idea but porting over titles to a successor console of games that had just come out a few short years before would've stunk of desperation as the other anon said and would not have been a good look. Hmm, I wonder. It wouldn't really be the same actual game though, since Sonic Jam were ports. They still had some space after porting all the main 4 games, since they did Sonic World and added dozens of videos, not to mention the high quality scans of manuals and also dozens of high quality images.
Maybe with some sacrifices, like compressed audio, and cutting off some of the video/image gallery, they could have fitted Sonic CD in there, not sure. But then if they had to sacrifice too much, to the point of having to take Sonic World out, then yeah I just prefer Sonic Jam the way it is now.
It's kind of neat when you think that you can have the full classic Sonic experience in 2 CDs, Sonic Jam on Saturn, and Sonic CD on Sega CD.

The Sonic vs Mario rivalry was still strong, and any Sonic 3D game wouldn't have been able to look good compared to SM64.
Another thing, while the Sonic popularity was going strong, it kind of reached a limit with Sonic 3 and Sonic & Knuckles. From 1991 to 1994, Sega kept shooting new Sonic games. The main games were all great, but the spinoffs were so-so. Unless they managed to do some really incredibly 3D platforming Sonic that trumped Super Mario 64 (unlikely), there was no way another Sonic game that wasn't that good would have grabbed people's attention in the 5th gen days.
Nights was a right move, it was a unique game with unique art style that positioned the Saturn as a dreamy and surreal console, it gave it a personality that I think worked back in the day. Zoomers love to rewrite history and mark Nights as a failed experiment, but it was actually well acclaimed.
The Saturn's ill fate has less to do with what Sonic Team could come up with, and more to do with the fact Sega couldn't compete with the market share that Sony ate.

But in the long run, Sega had to step out because they couldn't adapt to the new fierce competition Sony brought to the table.
Sega could survive in a world against Nintendo, another company that also was only centered on video games. But against juggernauts like Sony or Microsoft, the rules changed.
