I'm too young to have ever used a PC98, but I see these graphics and there's something magical about their aesthetic.

It's because we're looking at creme de la creme of those games' visuals, one painting per thousand. Sure, the entire catalogue has produced enough incredible visuals, but on average PC88/PC98 games looked like absolute shit.
But the best stuff was legit amazing, yeah.

I can read Japanese and I like the general aesthetic of the platform, but I couldn't find any decent games. It's all either shitty porn games or inferior ports of console/arcade games. Powerdolls seemed somewhat intersting, but I'd rayher play the newer installments from the 00's.

PC-98 is awesome if you're into srpgs or simulation games. There are also some decent rpgs on it. But its action games are mostly shitty, even if there are some exceptions (Night Slave, Rusty...)
If you like srpgs, try the Metajo and Last Guardian series, Ryuuki Denshou, CRW, Tuned Heart, and even L-EST and the first two Lakers games if you don't mind about the porn. Dragon Knight IV is nice too.

It takes a legitimately skilled artist to pain something so evocating with, like, 8 colours and at such a resolution.
The common mistake is, though, to arrtibute this to hardware limitations. No, you ignoramuses. These artists were great despite, not due to hardware. None of those masters would pixel-paint today. They would create magnificent full-clour, high-resolution artworks.

It was a massive step up in quality when devs started using 16 colours (256k available IIRC) in 1990-1991.

The 8-colour palette had a smaller set of available colours and they were almost all garish (think CGA). The dithering in those often hurts my eyes.

At risk of sounding like a hardware wanker, dithering looks much better on a bad old crt. It really looks like an additional colour.

They DO buy games with these aesthetics left and righ. Just last week there was a humongous sale/promotion of such adventure games. I played a few and they sucked tremendous dick. One started with an extended quote from the bible so I ALT+F4'd right away. There's most definitely, indisputably a market for these. If anything, it's getting oversaturated.

Yeah, it was a digital exposition of indie adventure games with pixel-painted aesthetics. Many were very obviously inspired by MSX and PC98 shit specifically. They all had playable demos, so I played a bunch. They all sucked, but the visuals were great.

Obra Dinn is genius stuff. Completely unique 3d graphics that look like Apple I wireframes come to life and top-quality adventure gameplay on top. Rare stuff. Pic unrelated.

There just as many western artists, as the eastern ones, however western artists have much less incentive to go pro and thus remain at amateur level.
Thanks to doujin circles and comiket being a thing (as well as a starting point for 95% of mangakas) japaneese artists have much more incentive to improve, and have a whole well developed industry they can get a job in with their skills.
Western amateur artists however have very little incentive to improve - thanks to furry/porn ebthusiasts that are ready to pay to anyone who can pander to their specific fetishes, many artists simply see no need to. As a result, good western art is few and far between.

It hardly is. Animators are paid something like $10k average yearly in Jap. Of course directors and coordination is paid a bit more. However animating hundreds of hours for a single season of some Anime should alone be worth more. The nips NEED second hand sales to come close to US animation salaries.
Also worth noting some of the best paid Seiyu make 500-700k a year. With averages for even lower end at $70k. $70k is what some high level directors pull.
What am I getting at? There are too many Jap artists so you get paid less since everyone wants to manga/anime over there.

I completed it. The cocktail mixing business gets pretty old pretty quickly but the characters are solid, the dialogue is surprisingly funny in places, and there are lots of little internet culture/4chan references here and there. It was far more limited in scope than I was expecting, though - it's been a while now, but I'd guess there were half a dozen backgrounds total - which made the price feel a little bit cheeky, especially since I'd just got 2064: Read Only Memories free on PSN, which has an order of magnitude more art in it and is much closer to something like Snatcher or Policenauts in scale.

Unfortunately with 2064:ROM I loved the cyberpunk pixel art but it really crams the LGBTQ gender politics stuff into almost every last character, I'm a live and let live kind of guy but that game was a step too far for me.

You're just making that up. There are very few arcade ports and mainly in specific genres like quiz or puzzle or games that were ported in the early 80s. It never got ports of games like Street Fighter 2.
Consoles weren't relevant as an original platform at all. Meanwhile PC98 served as the original platform for a large amount of console games.
The thing where PC98 saw the most games ported from is overseas computers like the IBM PC. And those are occasionally the best versions due to the higher resolution.

So, I'm at the beginning of chapter 4 in Lakers III. I love the pacing of the fights so far, but they're quite easy compared to the previous instalment. Plus the equipement management is way easier (parts don't get broken, some setups are total overkill) and even Yayoi and Yuka have some overpowered moves and can chain-kill 3 or 4 ennemies in a single action.
They really pushed the dating simulation in this one, and you've got a lot of various events to witness. As far as H-scenes go, the guide helped a lot, so I just have Reika, Yuka and another guest character remaining.
The art is globally better, but the chara design went a big step back for Reika and Yayoi. The monsters look great.
