It was... kinda. Like with many western Wrestling games, they planned to just take an already finished japanese game and replace all the licensed (or unlicensed) japanese assets with their own. This was done with NJPW: Toukon Retsuden 1 (PS1), which became Power Move Pro Wrestling (and they used the engine of the later iterations of Toukon Retsuden for two Simple 1500 wrestling games and also WWF Smackdown), Virtual Pro-Wrestling 64 became WCW vs. nWo: World Tour, Virtual Pro-Wrestling 2: Oudou Keishou kinda became WWF No Mercy. Same with All Japan Pro Wrestling (SNES), which became Natsume Pro Wrestling, the arcade game Gokuaku Doumei Dump Matsumoto later was released under the title Body Slam and Pro Wrestling.

And for 'Jesse "The Body" Ventura Wrestling Superstars' none other than the solitary Mega Drive iteration of Fire Pro Wrestling with the title "Thunder Pro Wrestling Retsuden" was picked up to be turned into a WWF game. Just like with Toukon Retsuden/Power Move Pro Wrestling they didn't even bothered to change the movesets of the original wrestlers but rather just changed the appearance (and of course names) of the japanese wrestlers.

Which would've made this Jesse Venture game certainly one of the best wrestling games on the system. But I have to admit that I personally can't get into these early Fire Pro Wrestling Games that much. They only managed it with the later SNES iterations to make the animations less choppy, so it's much easier to adjust your timing to the animation clues.
