Why did they put World of Darkness branding on VSav though? And then they called it Darkstalkers 3 for the home release. Did White Wolf sue over the name Vampire and this was the settlement? Did they ever even use it in America?

According to someone that used to work for White Wolf, they successfully argued that their target audience is weeb-y enough that the Japanese name would become common knowledge no matter what, so it should count. Supposedly, the judge bought it and the brand deal was part of their settlement.

Not so much suing, but it was indeed likely the case that Capcom really wanted to use the name "World of Darkness" for some reason, and found that it had already been trademarked, so they licensed it from White Wolf. Note that that the first Darkstalkers game, whose title was simply "Vampire" in Japan, had to have a Tezuka Productions copyright notice, simply because, again, Capcom really wanted to use the name "Vampire", but it had already been trademarked.

I think it's pretty highly regarded among enthusiasts. It just didn't have as much of a cultural impact as the big guns like Street Fighter. Personally, Vampire Savior is one of those games that rises to the level of "perfect" to me. That game feels like it was given to us from beings in another dimension.

I remember stories of James Goddard suggesting the design be based around the Universal monster movies. Even opened their eyes to the concept of a succubus over just a generic female vampire. Pretty much it was Capcom USA doing most the legwork in planning the games.

As a followup to the coloring thing from the OP: Something that Akiman has stated off the record is that the entire cel-shading idea possibly came from higher-ups seeing unfinished sprites during the development of previous games (like pic related) and liking the way they looked.

Another thing about the switch to cel shading that Akiman has talked about is that it was a hurdle that helped the artists step up their skills. The lack of shading meant that you couldn't just polish a turd, you had to have very solid fundamentals. He was even initially against the entire idea because he wasn't sure that everyone at Capcom had the necessary skill to pull it off. But in the end they did, and that's how Capcom's fighting game sprites came to be known as some of the best pixel art of the 90s.

Reading about the rejected characters is pretty funny. It's amusing to think that even the animators of Darkstalkers, the game with some of the most fluid and detailed animation in the genre, were ready to cheap out and make some dumb, easy to animate character.
