The problem, if I understand the situation correctly, is that it's not the devs that are paying those costs or making those decisions. 99% of the time, when a game gets localized it's by a publisher over here who has decided to make the investment to purchase the rights to publish it and pay translation costs etc.

So while the devs themselves could go the digital distribution route fairly easily, it's not their bag. It's entirely up to someone over here who thinks it'll be profitable to spend that initial cost.

Most obscure game I can think of was some shareware game called Army. It was sort of a strategy game with a hex or semi-hex grid, and you rolled 3 or 5 dice to move and attack with per turn. I've never been able to find a copy of it that would function under dosbox, but it was halfway fun.

a few weeks ago there was a thread where I mentioned Rusty. Apparently there was a dos version! I got it working on my windows95 machine after a bit of messing around, but it's awesome to get to play this game naively after playing the PC98 version on an emulator. It's exactly the same as the PC98 version, except the music is a tiny bit different to work on the soundblaster, but it still sounds just as great.
