C3/Max Power racing is pretty great
Colin Mcrae Rally holds up
Demolition Racer is awesome although apparently the dreamcast version is better
N-Gen Racing is the only jet fighter racing game that exists, good soundtrack too
Porsche Challenge is better than NFS Porsche IMO
Every Ridge Racer game is great
Running High is a running-race game featuring cyborgs
Tank Racer is about Racing Tank, good environmental destruction
TOCA owns bones
Turbo Prop Racing is boat racing
Tokyo Highway Battle is pretty decent, later games in the series are much better though
Hardcore 4x4 is a good offroad racer

Gran Turismo 2+ is a mod that adds back cut content to the PAL version of GT2, so if you like gran turismo check that shit out niggy

Burning Road is kind of obscure. It plays like an arcade game and is very reminecent of Daytona arcade. You could put the game in an arcade cabinet and people would think it is an arcade game.
For some reason it gets bad reviews but i think its quite good for this type of game.
