Here's links of some homebrew, from a 3d fps demo to that cancelled Sonic Xtreme (Ztreme) with a few stages finished before the guy stopped working on it. Iomega JAZ drive was a 1GB tape backup unit, Nintendo based the DD64 off the Iomega ZIP 100MB drive. DD64 never came to market because Nintendo couldn't improve the reliability of the disks. It's Mb as in Mega BITS, not MB as in Mega BYTES. 32Mbit is 32/8 = 4 MBytes.
It's a common size, and the maximum for standard HiRom carts.
Some commercial SNES roms were bigger and reached 6MB (Tales of Phantasia), but are rarer and as a result cartmod repro leechers hate it when fan translators extend games to 6MB to get more text space.

The theoretical maximum without bankswitching is 12MB.
Bankswitching was never used on SNES so that's it.

No, there's some hard silly limits that just aren't there on the Genesis. For example, sprite sizes. On the Genesis Sprites can be any size from 8x8 up to 32x32. You're not limited on what sizes can be used at the same time.

SNES on the other hand you can only have sprites be 8x8, 16x16, 32x32, and 64x64. To make matters worse, you can only use 2 of these sizes at the same time. This ends up being very wasteful for VRAM management and it makes porting games from other platforms without this limitation difficult. This can result in having cut animation frames, less sprites in general, etc.

The game uses the 320x224 resolution to it's fullest though.

If they ported it to SNES they would have to go with 256x224 (The higher res modes are worthless for actual gameplay). Then they'd have to either scale everything down horizontally (looks bad), or crop the sides off which would make the game far more difficult.
