What are some good roguelikes that have a viable alternative to magic -E.G. scrolls that conjure fire, enchanted items, unsufficiently explained mental powers due to tech unlike in UnderRail, or literal magic-?

Powder is not quite retro but pretty solid and worshipping the barbarian god is viable and he'll smite you if you try casting any spells.

Shiren is also very simple and doesn't even let you cast spells at all so that might interest.

IMO the most annoying roguelike mechanic is randomised potions. Cursed gear that binds upon equipping is okay, but it's tedious to need to identify tons of different potions or burn a good one/end your run by taking a chance. Difficulty can be handled in more interesting ways than trying to safely roll a die.

To me that's one of the key features. Not just random potions, but random rings, scrolls, other items etc. It's part of what makes each run feel a little fresh which is good because if it's a decently made RL you're going to die many many times trying to get your first win. Learning how to identify things and when is part of the fun. If they never changed that would remove the whole identifying aspect which is a core element of the genre.
