Why didn't they just make a 3D Saturn game based on R's engine? With a few tweaks to movement it seems like the easiest thing in the world to do.

It really wasn't bad though. Mixing in racing with some exploration needed if you wanted to unlock all the characters, that's actually a fun idea. Controls just needed to be a bit better on Saturn, and there really needed to be a lot more tracks.
