Does anyone know how this art was made (medium, technique), and who made it?

Art of Street Fighter only credits it to "Capcom Staff".

It's the standard way of producing anime cells, so those same techniques, except they use a nib pen for the lines to get better definition and detail (manga technique). The easiest way to achieve this yourself is pencil first, copic marker to color, and going over the lines with a standard drawing pen (easy but less detail and line variation) or nib pen (difficult but more possibilities).

Stuff like this was done with Liquitex acrylic paint. The stuff in the OP was likely inked and painted the same way as animation cels, as already noted.

SSFII was done by Akiman top my knowledge. I believe Bengus wasn't too involved with the SFII series, he's more associated with the Alpha series and the Darkstalkers series.

This is a pretty good read if you're interested in art of older games and how they were translated to sprites.

I remember an old guide by Wil Overton who described the techniques. He talked about how you actually paint the back of acetate cels so that the color is completely flat on the viewing side. Fascinating stuff and explains at least some of the weird animation errors I have seen over the years.
