I don't see why they don't do it, they could just remove all the music tracks they can't license or whatever. Just let people play it. JSR lost quite a few tracks over the different regions and ports. I suspect they actually just don't give a shit anymore.
Personally I consider JSRF to be rather flawed so I'd rather have something like a Switch port of JSR

Wrong actually.
JSR HD contains 3 soundtrack omissions
>Dunny Boy Williamson Show by Deavid Soul(only available in the original Japanese release and maybe in the JP exclusive revision De La Jet Set Radio )

>Many Styles by O.B. One

It's still the version with the most complete soundtrack overall but there's more than one track missing.
The international version also lacks the option for Japanese voices(for the GG's and co as well as for Onishima's) which some hardcore fans from back in the day can't stand because they got used to the JP voices after playing the shit out of its import release way back in 2000.
