I don't know if it fits your definition, but Gain Ground is the best one I've found. Very strategic game once you understand how to play strategically.

Also probably doesn't fit your definition of on foot since you're in a Jeep, but Jackal is pretty solid and fun too.

King's Knight on the NES

Made by Square before Final Fantasy, it's not bad but you need to play multiple times to figure out a good route for power ups for each character. Final level is pretty tough.

I made a thread about these kind of games some time ago, but didn't get too many replies for the kind of game I was looking for.
Pic related is Hi no tori, and you not only walk, but you can also jump, in all 8 directions. This gives the game a platform element on top of shooting.
The only other game that gave me a similar feel was Sin and Punishment, even though that's 3D, it still has both shooting and platforming elements while still being on-rails.
