On unrelated terms, how hard is it to hook up NTSC systems to PAL TVs nowadays. Would an upscaler do the job for me? Would I also have to worry about connecting an NTSC-J system to the mains without an adaptor? (UK)

Generally speaking you can buy a different power cord and just play it without issue.
Most TVs, even budget ones, supported NTSC in the late 90s.

Only killer is shipping. It is easy to go on a Yamatoku buying spree, winning CIB games for literally spare change up to maybe a few bucks, but their combined shipping fee jumps the total way up. Still can be a good deal, but shipping charges from Japan, be they real or inflated to make up for the dirt cheap sales prices, can screw you over in the end.

Not a system, but one thing to look for from Yahoo are Capcom arcade I/O boards.

Most modern TVs support NTSC nowadays so composite should work but don't expect a good picture.
If you're upscaling on a new set then I'd suggest a RetroTink. I
f you're going down the CRT route I'd recommend looking for an early model N64 and getting an RGB mod.

The N64 PSU is an external PSU, so can just buy a PAL PSU and plug it in to and NTSC machine no problem.

damn near all PAL TVs have scart input, unless you have some really ghetto model from the 1980s, so it's pretty simple. And damn near all of them support NTSC 60hz signal decoding, since the sets are first made in japan/usa and then outfitted to handle pal+50hz... they don't remove the ntsc part, just add the pal one.
