Competitive speedrunning is, but the crash series is practically built for speedrunning in the traditional sense of getting good and pushing yourself to the limit. Skip crash 1 though, since it's a big pile of clunky dogshit.

Mostly this. It has to do with the way the PSXs disc drive accesses memory, and the way games are compiled.
Most of the people interested in PSX modding prefer just to make their own homebrew games, as all the dev tools are freely available these days.
