a) There's a good chance it was a low key joke, akin to when he'd supposedly access the modern internet through his Commodore 64 or whatever elese.
b) Even if James himself doesn't do much with emulators or know much about repros, doesn't Mike Matei play a part in writing the episodes? He's very much into games and clearly knows about repros and all that, so he would for sure know that you can play it on an emulator.

Because he never mentioned emulation at the time. Recall in his review for Hong Kong 97 where he says, because physical copies of the game are so rare, "So the only way I can experience this game...is the same way as the rest of the internet."

(Also, this isn't true because of SD card rom flash carts which would allow a rom of Hong Kong 97 to be easily played on real hardware, which James knows about because Mike uses them.)

Even when he explicitly mentions that he emulates a game he never speaks the word emulation or rom, because in Youtube's eyes it promotes illegal sharing of copyrighted content and his videos would risk being removed or unmonetized. Emulation and roms were at a different time for widespread usage back when he did the Dracula review but regardless he's always been traditional about only playing the "actual" game. (recall that he spent hundreds of dollars on CD-I consoles and games to do his review when all games can easily be burned to a disc. Showing the physical game is a part of the videos.)
