GTA3 was more serious and a change of tone, there was some humor here and there on the radio and such, but cutscenes and the story was mostly played straight.

It was a real bitch, real soon. Going back to Portland from Staunton Island and later Shoreside Vale, you'd have to worry about where you'd go lest you'd start catching buckshot from Italians in suits.
Two full hits from a shotgun would reliably destroy most regular cars in the game, you'd plan your routes and try to avoid the Italians as much as you could (Triads and Diablos weren't as well armed), optionally you try to get a Rhino tank, or you saved Ray Machowski's armored Patriot and use that, then pray you don't flip it, because you don't get another another one of those.

I like the idea of gang rivalry and becoming a sworn enemy like that, but as you say it piles up too much, and it kinda gets just too fucking bothersome.

They've got Android and iOS ports as well (same with GTA Chinatown Wars) Not sure if they control very well with the touch screen though. . I think pcsx2 emulates Liberty City and Vice City Stories pretty well though so all you'd need is a ps2 controller you could plug into your PC via USB.
