Looks like probably a VGA CRT. I'm not entirely convinced you would see the texture of the screen in a proper time lapse of a real vector monitor (the intensity definitely overwhelms your eyes) but even if you did, Tempest is a vertically oriented game so the "scanlines" (not really an accurate term) would be up and down.

I'm sure these are digital "long exposures" so there's no way to say for sure where the display ends and the filter begins, if there even is a display. I'm perfectly willing to believe the whole thing was done entirely from an emulator with a filter into a screen capture video that then was put through a "long exposure" image process.

It's pretty tough - and the only thing that jumps right out at me as 100% for sure inauthentic is the orientation of the monitor. Real vector displays are cool though and real film is cool so it might be worth doing for really real.

I'm sure OP has never seen film, let alone used it. As for how the pictures were actually made if it's anything more than screen capture in an emulator it's pure autism. To do it with an actual long exposure you'd have to turn down the brightness of the screen or use a filter or something. Stitching it together from multiple short exposures is equally autistic.
Come to think of it, since the whole concept is super autistic my money is on a 35mm with a motor drive, film developed by hand using home made artisanal chemicals, enlarged, plotted on to graph paper, and entered into the computer in binary. Or his moms iPhone.

Did nobody think to adjust the levels of the image?
Clearly a pair of hands on controls at the bottom, (kinda, they show up better in other images.) Also some illumination of details around the controls and right bezel of the screen.

It's not an original cabinet ... I'm no expert, but I can't imagine there would be scan lines (or such well defined ones) ... but it's not a screen capture either.
