Why were X6 and X5 such downgrades in terms of visuals? X4 looked amazing, but the later PSX games look stiff and terrible

Because X4 was designed for Saturn in mind but they added the PlayStation version later in development. That, and a combination of X5/X6 having different designers that tried to emulate the look of X4 but didn't quite succeed.

Damn, thank you. You'd think most of this would be on TCRF or something (which is where I looked for it a few months ago), but it isn't. Any idea why the anime cutscenes look worse on Saturn despite the game apparently being developed for it? Did the Saturn just have worse video quality or something?

Yes, same thing happened with the Lunar remakes, which were developed for Saturn first and were also meant to be console exclusive - there was even a rerelease of the first one on Saturn to take advantage of the MPEG movie card add-on, but the FMVs still don't look as good as the PlayStation port or the even better PC port.

X5 was supposed to be the X series finale. I can't fathom why it didn't have animated cutscenes, but I'd guess that budget cuts and the novelty of such a thing kind of waning with the PS2 on the horizon.
X6 was different people, and wasn't supposed to exist per the Zero series starting, but it does anyway. They don't even try to hide how campy and shortcutted everything is. It's kind of great in that regard. MAGMA STREAM

To be fair I think the transparency bit is emulation since I never noticed it on hardware. People also said that the water in Mega Man 8 uses ripples instead of transparency, but I see both.
