No, TMNT doesn't get hard until level 4, when there's tons of enemies everywhere, barely any pizza, and it ends with a small section of instant-kill walltraps that will end you unless you move perfectly through them. No one who's played TMNT for any length of time beyond "just rented it for the weekend" considers the 2nd level to be hard.

Fallout Tactics. Kansas City. Up until this point of the game you are dealing with raiders and beastlords. The drastic step up in difficulty as you encounter super mutants can really catch you off guard if you are unprepared and defending Gravestone can be hell for a perfectionist

And you prefer how linear the world of balance is, with the amount of parts that force you to only use certain specific characters?

After the game decides to take away Terra from you, and after you talk to Ramuh, the game forces you to use Locke and Celes, you can include two other characters of your choice, then you choose them, and after this, you are forced to use only these 4 characters for a long time, you have to spend the part of the Opera and the whole trip to Vector (the capital of the empire), with the adventure in the magitek factory included, only being able to use those 4 characters, and you can't change them at any time.

When all that is over, you lose Celes, and then Setzer joins you, and then you get Terra back.

Then you go to the Door of the Esper's World, then to Vector, and then comes a part where the game forces you to use Locke and Terra only, you travel with them in search of the Espers, then Shadow joins for two seconds and then leaves again (?), then you go to that mountain with the obligatory party of Terra + Locke + Strago + Relm later, and after all that, you finally recover Celes and get all the characters, except Shadow (?), the following thing is the final level of the world of balance.

All that I described is at least 12 full hours of gameplay, while bringing together all the characters in the world of ruin, it takes 5 hours at most.

There is, however, something to be said for dealing with non-optimal teams forced on you, and working through the restraints put upon you. FF6 is way too easy to make that really a viable view, but looking at it as the player having to try things they otherwise wouldn't isn't inherently terrible.

I like linear parties in JRPGs for two reasons. First of all, it forces the player to use party members that they wouldn't normally put in their team. Second, it guarantees that you won't get stuck at a point where the game expects you to have a specific character that you don't have (at a decent level, anyway). Granted, that's more of a problem in SRPGs like Final Fantasy Tactics and Disgaea, where you can sometimes get stuck and have to grind out a new party member if you're missing a certain class.
