Probably not. Even if it had a ram cart twice as big, it wouldn't have the memory bandwidth required to push that much animation. Games like Marvel Super Heroes had much less animation but already suffered from major slowdown, while X-men vs SF and MSH vs SF were dropping frames to prevent slowdown.

Well interestingly enough. Some jap mags listed Street Fighter 3 new generation to be in development for Saturn. Month after month. So Capcom might have tried and ultimately given up on the port. And even the DC port of 3s really sucked hard.

It has lots of issues. Wrong timing, missing frames, missing animation, wrong aspect ratio, slowdown, some combos do not work any longer. Even the PS2 port has issues.

It's funny, all that talk about what a shame it was back in the day that the N64 didn't have any real 2D fighting games because it had six face buttons. Now we live in an age with USB repros and converters and see what we were missing. Ironically, the six face buttons suck, but the pad is AMAZING.

PS1 wasn't nearly as equipped for 2D and it still managed to pull off a good port of Jojo's Venture.
3rd Strike would be doable on Saturn with sacrifices, less frames, and perhaps longer load times. CPS3 has similar hardware.
Twelve would be the Shang Tsung of the game. He'd be especially hard to program in without either having an expanded RAM cart or load times between his COPY Super Art.
All in all, yeah. It'd be doable, but it may end up being the SNES Street Fighter Alpha 2 version of 3rd Strike or the Master System port of Street Fighter II

Capcom got SFA2 on SNES, CvS1 and Jojo on PS1, SFA3 on GBA and SFIV on 3DS (and supposedly RE5 too), they would have been able to do it, but the port would be more or so a technical wonder rather than a playable game.
