Can someone explain the differences between Dune II and Dune 2000. The Ps1 version of Dune 2000 appears to have completely different graphics to the PC version, are there any other differences?

Yeah they're basically totally different games.
Sort of like Doom and Doom 64, same premise, story, and ideas, but done totally differently
Dune II is better, really wanted to like Dune 2000 since I loved Dune II but it just wasn't as good.

The biggest flaw with the PS1 version is that you couldn't save midway through a mission, which gets ridiculous by the end of each campaign, with missions that take 9+ hours.

2000 is like an even bigger love letter to the Lynch film (some early screenshots showed an Atreides mentat looking much closer to the one in II instead of JRD) but mainly it takes II and gives it all the QoL updates provided by the latest version of the engine used for CnC/RA. Some units and weapons have a fairly different feel from what they had in II, some for the better, some for the worse. When I was a kid I felt sort of "not muh Dune II" about it but nowadays I really like how they tried to make the houses more visually distinct. Westwood quietly released a patch not too long after it released that gives the Fremen Weirding Modules instead of their amped up machine guns
