Yes, it is a romhack from an era where people wouldn't get super offended by edgy humor and nazi/gay jokes, and literal mentally ill people (I'm serious) would churn out these NES romhacks which started from putting in swastikas in Mario Bros. to more elaborate stuff like that particular romhack (Ninja Gayden). Pretty much all of them are terrible in their own charming way. I seem to remember there was even some pretty deep romhack lore shared between hacks (like having Wilford Brimley be the main character or having text cursing him for some reason).
