I've always thought games with pre-rendered backgrounds were maximum comfy. Post backgrounds/graphics.

Depends.
Some games suffer because they make it hard to tell where the stand-able surfaces are. Foreground and background blend together.

I've mostly played RPGs that use this technique, and I haven't really noticed navigation issues because of the graphics. I can see where it could be an issue with something faster paced, though.

Pre-rendered backgrounds belong in the same world as Full-Motion Video: A cute evolutionary step to graphics that mattered. Having lived through that time, I'm not a fan of going back to either one of them.

Thanks for the memories but I want a world that I can actually explore and not a pretty picture that I can't.

Any examples of games that use FMV to make cool shit? Some Final Fantasy game, probably 7, uses FMV as animated backgrounds with 3D models over it. Killer Instinct I think has FMV backgrounds that animate as you pan around in a curved path.

In most examples the CG render is just a static background or the FMV is played as a regular video, but Final Fantasy is animated where real time 3D stuff is drawn over it. Same with Fear Effect.
https://youtu.be/rQBnYPnJqYw?t=708

In Killer Instinct the CG render is always moving and is not static

He's talking about actual Full Motion Videos used as backgrounds rather than static pre-rendered images. Like when in Final Fantasy VIII when you walk out of the infirmary and the static background turns into a video (and you can still walk over it until camera pans out, synchronized witht he video):
https://youtu.be/S8Q6pLaabO0?t=357

It happens a few times in FFVII too:
