Yeah, most lazy conversions even into the PS2 era would essentially just display the 240p NTSC image within the 288p frame of the equivalent PAL format. I think Final Fantasy X was particularly infamous, since it was an early title for the cutting edge PS2 and you got these chonky borders.
They're usually black, though.
