Pre-rendered similar to Donkey Kong Country, they export the frames and tweak them. I've seen some ridiculous hand done pixel background animation, it was some big shot but I can't remember the name of the video, it was at some talk.

I read they were prerendered 3d animated via motion capture on that article of how japan created 2d graphics in the 80's/90's. Members of the dev team had to fly out to the US to get the motion capture data for the game since they didn't have the tech at their head quarters in Osaka.

Darkstalkers. It may not be detailed on the level of something like Metal Slug, but I love the attention to the way the sprites were animated. Whoever was in charge of them really knew how to get the exaggerated, cartoony look that game the game its character.

red earth. capcom arcade game like D&D a beat em up side scroller. runner up SF3 followed by cvs. cvs isnt retro yet. it was year 2000 for arcade and dreamcast and 2002 for plastation 2 i think it was

cvs looks better from the standpoint of sprite scale which SF3 sprites are bigger so detail for size they are better but with no bilinear filtering SF3 sprites look better and same for red earth
