"Rom forwarders" are used in 3DS emulation to basically allow running a regular DS or GBA rom directly from the 3DS homescreen without having to boot into an emulator first. It wraps the DS rom in some code that does all of the steps at once and brings you straight to the game.

I have no idea what the fuck OP means by asking for one of those for Android or PC, because on PC you can just set your favorite emulator to be associated with all its rom filetypes and launch the games by double-clicking the rom files. On Android you can probably set up shortcuts to games pretty easily as well, depending on your emulator's support for such things.

I have no idea what you are talking about. There used to be a neat little rom tool for android that would download roms from god knows where, but it had a pretty high failure rate so I stopped using it 3 or 4 years ago.
