Because when you're 8 years old and playing Bomberman, your imagination might think up something like the box art when you self-insert.

It's called an "imagination" and companies took advantage of that to sell products.

It's not a lie, you fucking moron. Bomberman's sprite in that game and in the rest of the series is a chibi version of the guy on that cover. That's why the HYPER REALISTIC Act Zero made him look the way he did in that game.

I always knew the covers didn't reflect the game.

However if a cover was complete shit, like Mega Man 1, I wouldn't get the game out of fear of the quality of the game was similar.

Because artists were crunched for time and rarely even seen the games in action, let alone original artwork. Imagine if you had no fucking clue who Megaman is, you were provided with literally no material about the game and given a few days worth of time? That's exactly how Megaman's box art was born.

I don't think Bomberman had a "design" prior to Bomberman 2. The original Bomber Man on the MSX was a dude in overalls running away from balloons, and that game was retooled for the Famicom with a few sprite changes. None of the cover art actually looks like Bomberman from the first game, not even close. So I doubt anyone actually bothered to draw a model sheet of him, or anything like that.

I'm telling you, the "classic Bomberman" design is based on the sprite of the first NES game, which is a chibi rendering of the cover art Bomberman (hence the grimdark narrative in the instruction booklet). This was pretty common for Japanese games back then. Example 2: Link's sprite in Link's Awakening is a chibi version of his cutscene design.
