For 3D Zeldas, it's definitely the best and only good one. It brought back the gameplay element that OoT was trading in for story, and it also had a great story.

It was at the time, because people were expecting more Ocarina of Time, instead of trying something different like the developers wanted to do with Majora's Mask.

It's only in recent years that Majora's Mask has undergone a critical reevaluation, and even people who hated it at the time now see it as a masterpiece. Kind of like with most (if not all) of Kubrick's filmography.
