As RPGs and their elements took over home gaming shmups tanked popularity-wise, so the only people left still playing them were a bunch of scoring fanatics, for which bullet hells with complicated systems are more appealing.

maybe not completely but it's more situational, typically you change between red and blue for different sections.
green weapons are typically like that in Toaplan games, often narrow and strong but overshadowed (see: Twin Cobra and Fire Shark, released around the same time), with exceptions of course.
these games have too many pesky snipers to consider going full narrow shot all the time.
