Some fucked up hitboxes for projectiles (they're too big) and uglier backgrounds, besides that it's pretty spot on. Though I do wonder why you would bother with it when the arcade version's freely available.

Just stand still, wait for him to swoop in and shoot up to get him. He has 2 types of swoops, a high one which he usually does that's harmless if you hit him during it, and a low one which he does if you're too close to him on the X axis. There's some more specific behaviors he can do but this is the main gist of it, also it's not effective for your first encounter because the floor is too high iirc. The best way to deal with them is to just have gold armor and use the lance charged attack twice. Overall they are the easiest red arremers in the series.

Webm related. Jump and shoot to keep those input reading bitches high up and then wait a bit until they swoop. Watch out for when they quickly fly up to you, that's the telegraph for their low swoop which has to be dodged. They're really no big deal, you can even handle 2-3 of them at once no issues in this game.

If he doesn't have a Saturn or the PCB it's a pretty good choice; software emulation's garbage. Plus you might want it on a cart instead of a CD for longevity, no loading, and aesthetics.
