True and true. A nearly complete translation already exists. But before it was finished /vr/ had deteriorated to a level deemed unworthy of it. That was a few years ago and it's only gotten worse so no chance it'll be released now.

There's a translated playthrough on youtube, you could watch that instead of playing it. The game itself isn't bad but its not amazing, you mostly just fish and it's tedious. The real great parts are the weird story and atmosphere and you get to see all of that by watching a playthrough
