That's not true. I straight up just downloaded and used it on my windows 10 laptop out of the box. Just make sure you get the most recent release, as you should with almost all software. It comes with it's own bios now. You don't need plugins anymore either.

All I know is that if you take a CLEAN windows machine and try to run ePSXe 2.0.5 from the official website on it, it will not have a required default overclocking setting and you will not be able to launch a game properly.

Last time I downloaded ePSXe I needed to get the BIOS so I just torrented a folder with ePSXe, the bios, and 50 games ready to go.

Much better than the older SNES-era emulators that can't display anything properly because the graphics were intended to be projected on CRTs so you can choose between too-crispy and too-fuzzy.
