It's a bit more complicated than that, but he's basically correct. Backwards compatibility had to be done in hardware because software emulation wasn't feasible. Where the newer chips weren't compatible with the old ones, the old ones were simply included as well. The Genesis used a Z80 for Master System compatibility, the PS2 included an R3000 for PS1 compatibility, the Game Boy Advance has an LR35902 in it, etc.

Sega was active in arcades in America but wasn't a household name at all. Space Harrier, OutRun, Hang-On, they were never a huge deal in the US. The first Sega game to really capture US attention was Sonic, and that series remains synonymous with Sega in the country.

Backwards compatibility with 2600, and SEGA was still a nobody in America at the time. SEGA didn’t really take off in the states until Genesis.
