My Brother just got back from Japan and he bought me a Sega Saturn from a hard off along with a couple games, pic included. Honestly I don't know who the guy on the cover is but he looks like a cool guy and the game was only 300 yen.

Can you guys please help me? I don't know the best way of getting the power to work or hooking it up to my TV or if I need to buy a 4mb card or anything really

Japanese outlets are 100v and in the US we're 110v, most people just plug them in and they work fine. Voltage spikes tend to be more significant here but you should be using a good surge suppressor anyway for your electronics. The cables will be the same too since both the US and Japan are NTSC. If it's an RF adapter it can work it'll just be on a weird channel like 100 because their vhf/uhf standards are different but you should get a better cable than that anyway.

As far as what you should get to put in its slot, you want an Action Replay 4m+ that's been flashed to Pseudo. It'll let you play the games that require ram expansions and it'll also let you play burned games.
