There were two explanations given for the name: (1) it's a mispronunciation of Rinkle River Story, though there is no river in the game with the name Rinkle or Linkle or anything related. (2) "Liver" is Engrish for people who live somewhere, therefore Linkle Liver is a person living in Linkle, again there is no place in the game called Linkle.

The Japanese make up words that sound right to them, but are just nonsense to us.

Dust man in Mega Man for example, appears to be the Japanese working backwards from "dustbin" to thinking that dust = trash.

"Popful" and "Pop'n" appear in many 90's game titles, and they're all cutesy happy titles. You can extrapolate this is what Pop'n means. You get the idea of bubbles and friendliness from them.

Because it's much easier for people to assert what a game is going to be about just from the title. If they were to localize a Jap game with a needlessly long title like picrel, "Summer-Colored High School Adolescent Record – A Summer At School On An Island Where I Contemplate How The First Day After I Transferred, I Ran Into A Childhood Friend And Was Forced To Join The Journalism Club Where While My Days As A Paparazzi Kid With Great Scoops Made Me Rather Popular Among The Girls, But Strangely My Camera Is Full Of Panty Shots, And Where My Candid Romance Is Going", they would shorten the title to something that still conveys what the game would be about.
