Actual brazilian here. In the early 90s, Master System wasn't really that popular, Famiclones were wayyyy more popular and what 99% of people had.
The thing with Master System is that a company called TecToy got the license from Sega and they started manufacturing Sega products here, officially. Not only Master System, but Mega Drive, Sega CD, Game Gear and even Sega Saturn, believe it or not.
But to be quite honest, the whole "omg brazil LOVES the master system" is a kind of exaggerated hyperbole, I guess because foreigners flip their shit at the fact Master System was still being commercialized officially in Brazil well into the 2000s. But make no mistake, it was always aimed as a cheap alternative to the "big boy" consoles, it doesn't mean Brazil loves Master System, the sole reason it was produced here was because of TecToy.
In actual 3rd gen/early 4th gen times, Famiclones were the most popular, bar none.

Brazil has (or had?) ridiculous taxes on foreign video games. This was done to encourage the emergence of native Brazilian video game developers. Unfortunately the plan didn't work, and it resulted in the Brazilian market largely being without video games because no one could afford to import them. To get around this, Brazilian companies got ahold of Sega licenses or they otherwise created bootleg Sega consoles, which from the government's perspective wasn't something that would be subject to this ridiculous import tax. So retro Sega games and hardware were about the only products commercially available (or affordable) to the Brazilian population for the longest time.

Collor opened up the economy/imports, so these clones started to disappear from the market and the original stuff started to replace them.

TecToy and Playtronic (which was owned by Gradiente, I believe), used import the chips and "mount" everything here. I believe that Gradiente produced GameCubes here, but stopped, since most brazilians just played PS2.

So, it's not so simple. But the clones were our only option because of the dictatorship. They were dumb as a fuck, but at least they stopped communism.

Brazilian people and american people aren't that different, but we only had fucked up governments here. Things started to change from 94 and forward with Fernando Henrique, but Lula got elected in 2002 which fucked everything again.
