Metal Max, easily.
The game is open-world.
You can fight both in and out of a vehicle.
There's a ton of stuff to do with your vehicle - changing bullet types, guns, armor plating, etc.

Super Gokuden 1 and 2.
At first glance, they're simple visual novel-like games with some rock-paper-scissor style battles in between, but it actually has a lot of content in the form of alternate scenarios that might lead to many bad endings or different kind of outcomes depending on your choices during quiz. The battle mode has a customizable move pool with a ton of different techniques to unlock.
On top of those 2 different elements, the game also has a sort of meta objective where you get dragon balls and compete against NPCs who are also looking for them. This DB collecting mechanic is kinda obscure I don't think it's even explained anywhere online in english, I still don't fully get it myself.

Colony wars series for being not only a great space shooter but for multitudes of ways your story unfolded.

Sheep dog and wolf, as far as puzzles go this could get really complex.

Front mission 2 which is an epic tale with tons of characters, gameplay mechanics, mech customization and weapons and enemies and maps that are just giant.

FM3 also had its moments and it can get pretty complex in some areas but nowhere near FM2.

Most tactics games like FFT or Ogre

Strike series which was GTA before GTA Desert strike/Jungle/Soviet/Nuclear

Gimmick is full of little "they didn't have to but they did" moments. The graphics are not as detailed as Kirby but the aesthetics are on point. Some of the enemy designs are so colorful that I almost forgot they were on the Famicom. Unlike Kirby, it's short and extremely hard. The music rocks and it uses custom channels.

Although /vr/ probably thinks this game is "overrated" and therefore shit. Fuck you guys.

SD Snatcher (MSX2) and its battle system. Takes place with you and an enemy taking turnbased shots at each other. Where you shoot on the enemy has effects - shooting out its radio means it can't call reinforcements, shooting out its wheels or legs mean it can't move about and dodge your shots, destroying its guns mean it can't fire - you're free to experiment and find how best to dismantle an enemy and prevent it using its most damaging attacks. You get weapons with different shot radiuses as you go on for better effect.

Anyway, OP, get yourself in on Match of the Millenium on NGPC. Objectively the single best portable retro fighting game. Absolutely insane how much stuff is in that game, and ALL of it is good.
