The AI calls too much and is happy with low-scoring hands and there is no way to adjust this.

This makes getting a high-scoring hand frustrating.

Practically almost all of them cheat and stack the whole board for their benefit. Maybe that's why I kinda favor the Suchie-Pai series because at least in that one you can sort of cheat back (destroy tiles, switch hands, see upcoming hidden piece, etc.).

How come they managed to make so many (hundreds of) mahjong games anyway?

It's a complex game and I figure coding up an engine for it isn't easy. Just getting the 40 or so yaku right should take quite a while... and I wouldn't even know where to start if I were to write a computer opponent...

Or was there some company/individual selling a readymade mahjong engine others could license?

Interestingly, a prototype version of the Super Famicom game Honkaku Mahjong Tetsuman by Naxat soft has an internal header which refers to itself as KIWAME, and the company name as Athena. Earlier that same year, Athena released a mahjong game for the Super Famicom called Pro Mahjong Kiwame.

I'd say there was clearly some sort of reuse going on there, either Athena licensed out their code to Naxat, Naxat stole the code, Naxat had a build of Kiwame on hand for reference when programming their mahjong game, some employee worked for both companies... or something.

It's like any other card game (just with Mahjong blocks) where AI just tries to make matching sets. Never really learned to play myself since I don't find card games interesting but I'm always fascinated by how many Mahjong games there are. Heard it really started with the Famicom getting a Mahjong game near the launch and was one of the best selling game on there for a good long time and so ever sense than people just been throwing Mahjong games on nearly ever system they could. Kind of shocked no one has yet brought over one with tools to teach you how to play.
